The Constitution of Model United Nations at the University of California San Diego

Article I. Name

Section 1. The name of this organization shall be Model United Nations at the University of California San Diego.

Article II. Purpose

Section 1. This organization is not for profit and its purpose shall be to

A. Instruct members on the principles and workings of the United Nations, its organs and agencies,

B. Study issues of international significance and in particular those before the United Nations,

C. Study a selected particular country of the United Nations in depth,

D. Participate in a simulation of the United Nations

1. as a representative of the selected country
2. to debate issues on the agenda of the College Model United Nations of the Far West
3. to develop viable solutions or programs of action on the issues,

E. Instill in each member a sense of responsibility of maintaining international peace and well-being through international co-operation.

Article III. Membership

Section 1. The membership of this organization shall consist primarily of regularly enrolled undergraduate and graduate students and members of the University staff. Only regularly enrolled University undergraduate and graduate students shall be eligible to vote in elections.

Section 2. All regularly enrolled students of the University residing as members in this organization must maintain an overall grade point average of 2.0.

Section 3. The membership of this organization shall be designated as the General Assembly. The General Assembly shall have the right to revoke the membership of any member failing to uphold a 2.0 GPA or failing to uphold the ideals of this organization or the Associated Students of this university.

Section 4. Any member expelled from this organization on the basis of grade point average may request an appeal at the end of that academic quarter following the one in which his/her membership was revoked. The General Assembly shall appoint a committee to review such an appeal, at the time of the appeal.

Article IV. Officers

Section 1. The officers of this organization shall be a Secretary General, a Deputy-Secretary General, an Undersecretary General of Finance, an Undersecretary General of Development, an Undersecretary-General of Travel, an Undersecretary-General of Conference, a Chief of Staff, a Deputy Chief of Staff, and committee chairpersons as appointed. The officers of this organization shall constitute an Executive Council.

Section 2. Any regularly enrolled undergraduate member of the General Assembly is eligible to run for office. Graduate members of this organization may not hold office in any form. Any club member seeking office must have held the minimum GPA for the duration of his/her membership in the club. Candidates running for office should be knowledgeable in all aspects of the organization and in particular the duties pertaining to their intended office.

Section 3. The term of each office shall be one year from the date of election until the next election except in case of removal from office.

Section 4. The duties of each office shall be as follows

Secretary General: shall be responsible for overall supervision of this organization. Shall chair all general meetings as well as those of the Executive Council. The Secretary General shall supervise the members of the Executive Council in performance of their duties.

Deputy Secretary General: shall be responsible for the duties of the Secretary General in the absence of the Secretary General. Shall be responsible for any special assignments given by the Secretary General. The Deputy Secretary General shall chair or attend any special committee meetings and shall report results of those meetings to the Executive Council.

Undersecretary General of Finance: shall be responsible for all monetary related matters in this organization. Shall report, at the request of the General Assembly or Executive Council, on the current status of the funds on account in this organization.

Undersecretary-General of Development: shall be responsible for all matters of advertising and promotion as related to this organization. Shall be responsible for the expansion of the membership of this organization and general development of its members. Shall maintain a good public relationship between this organization and all external actors.

Undersecretary-General of Travel: shall be responsible for facilitating all matters relating to the travel of the members to organization-related opportunities. Shall organize, train, and send delegations of students to participate in conferences as hosted by other organizations. Shall organize, train, and send students to chair committees or participate in other staffing opportunities at conferences hosted by other organizations.

Undersecretary-General of Conference: shall be responsible for the preparation and execution of all conferences and other events as planned by this organization. Shall always be in the process of planning and hosting a conference.

Chief of Staff: shall be responsible for the general record keeping of this organization. Shall keep notes for each general meeting. Shall maintain communications and coordinate actions between the members of the Executive Council. Shall be charged with the creation and maintenance of an internet presence to promote this organization. The Chief of Staff shall be appointed by the Secretary General, and shall serve at the pleasure of the Secretary General.

Assistant Chief of Staff: shall be responsible for the duties of the Chief of Staff in absence of the Chief of Staff. The Assistant Chief of Staff will attend any meetings as requested by the Chief of Staff and shall act as Chief of Staff at those meetings. The Assistant Chief of Staff shall be appointed by the Secretary General, and shall serve at the pleasure of the Secretary General.

Committee Chairperson: shall be appointed by the General Assembly or the Executive Council. Shall be responsible for the committee to which he/she has been assigned. Shall see that the committee remains within the parameters of its topic. Shall set meeting dates and shall chair each meeting. Shall assign duties to committee members as necessary. Shall have the power to appoint a vice-chair if necessary.

Section 5. Any officer who at any time violates the regulations of this university or the provisions contained in this constitution shall be removed from office, subject to the discretion of the General Assembly by a vote. Three fifths of the members present must vote for removal in order to effect removal. If a vacancy occurs in the office of the Secretary General, the Deputy Secretary General shall accede and a new Deputy Secretary General shall be elected.

Section 6. A motion of no confidence in any elected officer may be called for by any member either at an Executive Council or a General Assembly meeting. If the motion of no confidence passes unanimously, with the exception of the officer for whom the motion of no confidence is called in the Executive Council, or with a three quarters majority in the General Assembly, that officer shall be removed from office within seven days. If an officer is removed from office in this way, the Executive Council is charged with ensuring that a special election takes place within ninety days to fill the vacancy. If the Secretary General is removed in this way, the Deputy Secretary General shall also be removed, and the election shall fill both vacancies.

Article V. Elections

Section 1. Elections of officers shall be held at least once a year every year.

Section 2. A. Any eligible member may hold only one office per term, excluding chair of a special committee,

B. Any officer may hold office any number of terms, until such a time as he/she becomes a graduate of university.

Section 3. All members of the General Assembly shall be eligible to vote in any general election in this organization. At the request of any member of the General Assembly, nominations and voting shall be by secret ballot. Elections shall be moderated by the current Secretary General. The Secretary General may not nominate officers and only vote in the case of a tie.

Section 4. For the positions of Undersecretaries-General with which there exists a respective committee, nominations to that position shall be the responsibility of the respective committee. Candidates who are nominated in this way shall be voted upon and elected by the General Assembly at the time of elections.

Article VI. General Assembly

Section 1. Regular meetings of this organization shall be determined, as necessary, by the General Assembly.

Section 2. Special meetings may be called at any time by the Secretary General with at least two days notice to members.

Section 3. Meetings shall be structured as of those in the General Assembly of the College Model United Nations, as given in the CMUNFW Rules of Procedure . All matters of procedure within meetings shall adhere to those rules.

Section 4. Organization meetings shall take place at least once per quarter during the Fall, Winter, and Spring quarters.

Article VII. Executive Council

Section 1. Overall management of this organization shall be vested in the Executive Council.

Section 2. The Executive Council shall oversee all operations of this organization and ensure their smooth functioning.

Section 3. The Council shall have the power to devise an agenda for each meeting of the General Assembly.

Section 4. The Council shall have the power to devise amendments and by-laws to this constitution and refer them to the General Assembly for discussion.

Section 5. The Council shall meet at the request of the Secretary General.

Section 6. The Council shall yearly, at the end of its term, submit a report containing criticisms of this organization as a whole and recommendations for the following term.

Article VIII. Advisors

Section 1. A faculty advisor may be selected early each year, who shall be an ex-officio member with vote.

Section 2. The faulty sponsor shall be selected from the Dept. of Political Science of this university.

Section 3. The selected sponsor shall help this organization in attaining its stated purpose. He/She shall be responsible for supplementing the work of the Executive Council as necessary.

Article IX. Committees

Section 1. A committee on a selected item may be appointed at any time at the request of the General Assembly or Executive Council.

Section 2. Selection of the chair and members of the committee shall be made by the General Assembly.

Section 3. The chair shall have powers and responsibilities as listed above as well as those stated in the CMUNFW Rules of Procedures for Main Committees .

Section 4. The chair shall set meeting dates. Meetings shall be patterned as in the CMUNFW Rules of Procedure for Main Committees3.

Section 5. Committees shall forward recommendations for, or action taken on, their topics at the end of a set period of time, or at conclusion of discussion of the topic, to the General Assembly for review.

Section 6. Committees shall be dissolved at the request of the General Assembly or Executive Council or at the conclusion of their business.

Article X. Amendment

Section 1. This constitution may be amended at any regular or special meeting by a vote of three quarters of members eligible to vote only. The amendment shall be voted if the full remaining ΒΌ of the members votes against amendment.

Section 2. Notice of amendment shall be made one week prior to the meeting at which it appears on the agenda.

Article XI. By-laws

Section 1. By-laws may be adopted on a majority vote by the regularly enrolled undergraduate and graduate members of the General Assembly.

Section 2. By-laws may be revised or amended only after being evaluated in a committee for such a purpose. Revision or amendment of a by-law requires a three quarter vote of the regularly enrolled undergraduate and graduate members at a meeting at which the revision or amendment appears on the agenda.

Modifications were last made to this document on the twenty-seventh day of April in the year two thousand and seven.

This Constitution was adopted by the General Assembly as the charter for Model United Nations at University of California San Diego on the fourteenth day of May in the year two thousand and seven. It was passed with unanimous support.
